TOWN History (July 2005)
note: The last town to incorporate was Rockville 1987 2003 Sep - Hurricane and Hildale file 50 yr. annex plans which overlap by 22 square miles. Hurricane's plan covers most of the Smithsonian Fire District. Hildale's plan covers about 1/3 of the Fire District. Oct - Allco Truss Company applies for a Zone Change to construct a truss plant about 5 mile from Hildale. Residents attend the commissioners meeting to object to the Zone change with several homes located close to the area. (about 60 people live in this area) County Commissioners take a field trip to site to access the situation. The Commissioners vote NO 3-0 againt zone change. Folks of the Canaan Gap area fear that Hildale City and some of their residents and Colorado City residents own enough land in the Gap Area to be a threat with annexation. They do not have enough population or tax base to incorperate on their own and come to the residents of the Apple Valley Ranch Estates subdiviion for help. Oct - Residents of Canaan Gap area meet with the residents of Apple Valley and Gooseberry to start action on a pettition to Incorperate 59 sections as APPLE VALLEY, UTAH to control future zoning. Filing the pettition stops ALL possable annexing. Nov - Pettition Requirments 51% acreage property owner signitures 34% of the property value required 100 to 1,000 population required to inc. (Ballard Ranch and others protest their parcels to not be included) 2004 Feb 20 - The completed Pettition is given to the County Commissioners. 60 % acreage property owner signitures (178 of 322) 63 % property Value 700 population in 2003 Map boundries total 59 sq miles . . . along with an Amended Boundry to remove 26 sections from origional map The ammended map makes the Pettition 81 % property owner signitures 69 % property Value 650 population new map boundries total 33 sq miles Mar-Apr - Signature varifacation. May-July - Fesability Study by John Willie August 12 - John Willie reports to comunity Aug 17, 2004 Washington Co. Commissioners approve Pittition with the incluction of a parcel that was split by amended map. Sep 21, 2004 Washington Co. Commissioners appionted Mayor and 4 counsel. Mayor: Mary Reep counsel: Even Brown counsel: Cathie Pugmire counsel: Karen Finke counsel: Jan Hirschi Oct 14, 2004 State approved incorperation Dec 2, 2004 first Town meeting held at the Fire Station. July 6, 2005 The County dissolves the Smithsonian Fire District and turns the responsibility of financing the Fire Department over to the Town. |
